Attachment:
To whom it may concern

WSDA has the opportunity to provide EPA with arguments regarding the WTC interim measures. See, http://agr.wa.gov/PestFert/EnvResources/Lawsuit.htm for more
information. WSDA would like to supply information in two areas:

1. Buffer Size (Unfortunately, the courts ruling is very specific in regards to arguments that can be made. For all intensive purposes arguments can only be made
regarding the width of buffers.)

2. Issues of clarification regarding the final ruling. (e.g., Does this ruling apply to products for which an NPDES permit has been issued?)

If you have information that can be used to mitigate buffer widths or issues for clarification please provide written comments to WSDA by August 1, 2003.
